Document No. 52 of Yufufa [2011] pointed out that, guided by policy, we should build a security industry base in Western China, which integrates production, manufacturing, logistics, distribution, technology research and information integration, and list it as a key project of the 12th Five-Year Plan of Chongqing Security, and implement the development strategy of "one base and multiple parks".
